This is a HUGE VICTORY but we are not out of the woods yet. Jennigirl has until February 26, 2022 to file an appeal with the circuit court. In addition, their ERP permit application to spread toxic human sludge is still under review at the Florida DEP. We desperately need your support to continue the fight. You signature will show your continued opposition to the dumping of biosolids at this property in Putnam County, Florida. Dear Mr. Thomas Kallemeyn and DEP Permitting Program Staff,

As the DEP Northeast Florida Permitting Program Administrator, I am writing to you as a concerned resident, to ask that you deny Florida Department of Environmental Protection (FDEP) Permit Application Number FLAB07018003 by Jennigirl LLC of New Smyrna Beach.

Mr. Laurence Downes, Manager of Jennigirl LLC’s Special Use Application (SUP21-005) to spread Class B Biosolids was denied by the Putnam County Zoning Board of Adjustment on February 16, 2022. The application was unanimously rejected. Mr. Downes’ property contains numerous wetlands, flood and high aquifer recharge zones. It is not a suitable property for the application of biosolids. In addition, Mr. Downes has previously been found in violation of dredging and filling a wetland without a valid permit (OGC File #17-0938). In 2021, he once again dredged and filled a wetland in Putnam County at 373 Old Highway 17 in Crescent City, Florida without a valid permit, in violation of Section 373.430, Florida Statutes and Rule 62-330.020, Florida Administrative Code. He has shown by doing that he cannot be trusted to comply with the law.

I strongly oppose the dumping of human sewage/sludge in the form of Class B Biosolids on this property with wetlands, flood zones and high aquifer recharge zones in Putnam County, Florida. Many counties and cities in Florida have already banned the dumping of biosolids in their backyards. Townships all over the country are desperately trying to stop the spread of this hazardous, concentrated human waste.

I hope you will choose to be remembered as advocates for the citizens of Putnam County rather than those responsible for the destruction of our community’s water resources. Please deny this permit to allow the dumping of biosolids from Volusia County to occur on this Putnam County property containing wetlands, flood zones and high aquifer recharge zones where this toxic waste could flow into our waters and pollute our water source.
