Laurence Downes, manager of Jennigirl LLC from Volusia County is dredging and filling a wetland in Putnam County (373 Old Highway 17 in Crescent City, Florida) without a valid permit, in violation of Section 373.430, Florida Statutes and Rule 62-330.020, Florida Administrative Code. Mr. Downes has previously been found in violation of dredging and filling a wetland without a valid permit (OGC File #17-0938).

In addition, he is applying for a special use permit and DEP approval to truck in tons of Human Sewage/Waste/Sludge (Class B Biosolids) from Volusia County and dump it on this same property with sensitive wetlands, located less than 2 miles from Crescent Lake and Silver Lake in South Putnam County.
If you have ever been anywhere near a biosolids facility, the horrendous smell needs no explanation! This toxic sewage is considered a pollutant and can have serious effects on the environment and people living nearby.
Class B Biosolids sewage/sludge may contain dangerous heavy metals, carcinogens, radioactive waste, neurotoxins, disease causing bacteria and antibiotic resistant pathogens. It is basically made up of any waste that gets poured down your drain and septic, which can include medical waste, industrial waste and more. This is a highly controversial issue that has landed itself in our backyards. Townships all over the country are desperately trying to stop the spread of this hazardous, concentrated human waste.

Dear Official,
I am extremely concerned that Jennigirl LLC of New Smyrna Beach, Florida is dredging and filling a wetland in Putnam County at 373 Old Highway 17 in Crescent City, Florida without a valid permit, in violation of Section 373.430, Florida Statutes and Rule 62-330.020, Florida Administrative Code.
Mr. Laurence Downes, Manager of Jennigirl LLC has previously been found in violation of dredging and filling a wetland without a valid permit (OGC File #17-0938). Please take immediate action to halt the illegal dredging and filling of this wetland.
In addition to this unlawful dredging, an application has been made by Jennigirl LLC to apply human sewage/sludge in the form of Class B Biosolids on a property with wetlands in Putnam County, Florida. Class B Biosolids sewage/sludge may contain dangerous heavy metals, carcinogens, radioactive waste, neurotoxins, disease causing bacteria and antibiotic resistant pathogens. It is basically made up of any waste that gets poured down your drain and septic, which includes medical waste, industrial waste and more. This is a highly controversial issue that has landed itself in our backyards. Townships all over the country are desperately trying to stop the spread of this hazardous, concentrated human waste.
Please do not allow the dumping of Biosolids from Volusia County to occur on Putnam County wetlands, where this toxic waste could flow into our waters and pollute our water source. This pollution could result in massive fish kills, water that is unsafe to drink or swim in and create an environment that no one would want to be around. Additional studies have shown the negative impact on the value of nearby properties.
Please protect Putnam county residents and the environment from pollutants caused by intensive agricultural practices by rejecting each of the following:
● The special use application of sewage sludge/biosolids at 373, 405, 425 Old Highway 17, Crescent City, FL or any Putnam County property owned by Jennigirl, LLC, or American Bioclean, Inc.
